The Trust for America's Health (non-profit whose focus is health issues and disease prevention) just released their annual study of preparedness for major health emergencies: "Ready or Not: Protecting the Public's Health From Diseases, Disasters and Bioterrorism." Rates both the federal government (overall grade of D+), and each of the states individually.
