There are countries that hold elections even as the voters are being machine gunned at the polls, and you want a plan "B" if some "YAHOO" attacks one little corner of the US.

The only plan "B" that Congress should enact, and the President should sign is summary execution of any US elected official that tries to delay the election.

Delaying elections is a dictator tactic and should be severely dealt with to keep any potential wannabe American dictators swinging from light poles on the main streets.
