I would suspect that the reports were originally generated on a Mod 28 teletypewriter ... which types in all caps as commented...a punched paper tape is generated, can be overwritten to correct, and a new corrected tape can be re perforated... and can then be re transmitted multiple times...these things were amazing to watch... high tech in 1970
