My County has the facility to send alert messages to cell and landline phones; this may increase the warning time and/or get it to a broader number of people. It reduces the dependence on siren alerts.

This seems to be a good idea, but I don't know how common it is with other Counties and Cities.

Only problem is that you have to "opt in" by signing up with the County. No opt ins needed for the siren.
