Another issue which could possibly create absolute havoc is burst pipes. People in power outage areas may not get a heads up for the expected sub zero temperatures. I hope folks know to drain their water pipes including water circulating central heating systems -(even though they don't have any heat). This will make life an even longer ordeal when folks discover that there central heating radiators don't come back on after springing a leak when electrical power is eventually restored.

When the power comes back on especially in large housing/apartment complexes when the elderly folks that have passed away during the cold spell have not drained their plumbing, could create havoc for the rest of their neighbours.
