Until I moved here, I would have thought the same thing.
I think the time zones are officially in 1-hour increments, but it might be up to the local governments to set the time? I mean, I remember reading that the USSR ran entirely off Moscow time, so those on the Pacific coast were all screwy with their time vs day/night cycle.
