Both strong earthquakes and tsunamis have been hitting Japan for eons, that a strong earthquake could trigger a very powerful tsunami is simply "A" followed by "B". We're now watching Japan struggle with "C". They knew strong earthquakes could happen and that a powerful tsunami could follow. This should not be considered a black swan.
