From there, it looks like the communications were relying on the faulty initial info from the resort as the basis not to deploy, which was likely prudent based on the Feb 17 agreement.

Now, there may also be a good case of criminal negligence/reckless endangerment against the surviving male, especially if they find out it was his idea to go out of bounds.
