You need a fishing license because it’s the law backed by hefty fines and guys with bad temperament who actively look for you.

It’s a fee (tax) that the government collects and probably abuses as to how it’s spent. But we can’t really do much about that. At least it’s not too expensive of a tax. Buy one and let it go.
