I am a career EMT so I guess i might be qualified to reply. The theory is great but in practice just finding someone's cell is a pain. Then we rarely need to contact a family member in the first place. About the only time we do is when it is a minor and we are looking to speak with an adult for permission to treat. A better idea is for those people that have chronic problems to wear an easily identifiable medical bracelet or necklace. A point of contact can be added to that.
