I have 3 kids (5,7,8). I just purchased each a Howler for them to carry when camping.

I plan on using parachute cord to make each a necklace that holds the whistle. My only hesitation is choking hazard. Any thoughts/ideas?

Use a piece of shrink tubing to connect the two ends, no knots and it works well as a breakaway link.

I agree with Pete, that is what I use. But you might think of adding a inexpencive coin battery flashlight. A good thing about using shrink tube, if you need to add something to the necklace you don't have to start all over.

I don't think you should have much of a choking hazard with a 5-yr-old, esp with a necklace. Three or under, yeah.

they make ID card holders..the kind you wear around your
neck..with break away plastic snaps..we used these at the
hospital i worked at to prevent "chokeing hazards"..

I think it is more of a strangulation hazard from the paracord being strong enough to catch on something and hold the weight of the child/adult without breaking.

Yes,

I think there is small risk, just not sure how probable. The shrink tube idea is good.

Could you tie it to a belt loop instead? Of safety pin it to their jackets?
