Knowledge, skills, and abilities are far more significant than gear. My favorite example was one of our search victims, carrying a fifty pound pack,lost and hypothermic in a drizzling rain, who stated "It's too wet to start a fire." He had made no attempt whatsoever, since it was a well known fact that a fire was impossible. We started one anyway, because we were verging on the big H ourselves. He did have a firearm (and doubtless lots of ammo).

Ability to improvise and think outside the box will often compensate for a lot of stuff.

Well at the very least, they are pack mules for me for extra gear that I know how to use. I generally do give instruction on the gear. In fact, I usually spend my entire time out with such people teaching.

Good idea! I'm also going to include written instructions in each pack -- what's in it, what to do, how to use the gear...

Whenever possible, go with an obnoxiously bright colored pack...easier to spot, harder to lose.

Bright colored hats. Red, various shades of orange, dayglo green, etc. They're surprisingly easy to spot looking down at a crowd. And, you can take them off and shove them in a pack when you don't want to stand out.
