The signal is attenuated by moisture. How much attenuation can be handled depends on signal strength and antenna gain.

Can't say go or no-go. Just don't be surprised if your range is reduced.

Snow on the antenna is bad for reception/transmission. I've had my satellite TV (back before I got cable here) get knocked out by bad snow.

Sufficiently heavy snow or rain may have a noticeable impact on radio range. Some frequencies (particularly microwave, which includes cellphones) are more readily absorbed by moisture.

Could you be more specific about your usage scenario?

additional reception concerns....if you have a long line antenna for short wave reception, and live near the sea coast, salt crystal build up on the antenna will cause reception problems in mid day heat
