I agree with the idea of sending the items to the hotel via Fed-EX you can send them out a few days ahead and they will be there when he arrives, keep in mind it might be wise to call the hotel ahead of time and let them know the package is going to be delivered, should have no problem with them rejecting it at that point. If I'm going on an extended trip I'll send out a copy of my BOB ahead of my trip so that I have everything I need.

As posted above make sure he understands what he can and can have around these events. Depending on any "Situations" that come up his first movement should be back to his hotel and supplies then make a plan from there, again depending on the situation.
