You are referring to gel-filled bra cups, correct? Those can be worn through security with no problems, for now. Since they are usually prosthetics for women who've survived breast cancer by getting a masectomy, it would be gross harassment to make them remove their bras.

I wasn't actually referring to gel filled bra's or prosthetics (even though these again could be a potential terrorist means of getting explosives onto a jet liner) but the cosmetic breast implants. The whole logic of the ban on liquids and gels is put into perspective when potential terror breasts are brought into the equation. Potentially it could allow a female terrorist to carry a few kilograms of gel high explosives as breasts implants on board without any means of detection what so ever. The under wire of the bra could even potentially be rigged up as a detonator. If TSA officials haven't already been briefed about such a potential terror threat how would they deal with this threat of terrorist breasts.

You have quite rightly pointed out that any means of detection would be a gross infringement of personal and civil liberties and even then it would be almost impossible to detect even if TSA officials were given these rights to even order women on mass to remove their undergarments and have their breasts ultrasonically scanned for example before boarding the aircraft. Or could it be that the ban on liquids and gels is really just a red herring.

Without clearer video and audio it's hard to know exactly what happened. My experience with TSA has generally been negative, and that leads me to believe they will do anything as long as it is illogical, rude, and stupid! They are a wonderful example of our Federal Government at work.

There was an incident a few years back when some female suicide bombers from Chechnya successfully blew up two aircraft in Russia by hiding explosives in their bras. They were detained prior to this, but bribed and charmed their way onto the planes anyway.

For awhile afterward, TSA agents had free reign to basically feel up any female traveler they wanted. Sure enough, there was some sexual abuse going on, and lawsuits ensued. From my understanding they don't do that anymore.

I really don't think that breast implants are any more of a danger than someone hiding explosives in his or her body cavity. Hopefully, when they try to implement screening for that, there will be enough sane and "unconditioned" people to stop flying.
