You got a bogus link, the real link to build a kit is at OpPrepare/EPRRKit/EmergencyKits/index.htm . I don't know where that link goes if you actually log in (I could but didn't), but I did report the error to the webmaster.
BTW, nothing new here, standard emergency preparedness kit.
