After a lot of fooling around, I think I have finally come up with something that: A) is easy to make at home with cheap, ordinary materials; B) catches a spark and lights on fire very easily; C) burns well; D) is waterproof; E) is compact and convenient to carry.

I take ordinary tissues and paint a coating of nail polish on them. The tissues light easily normally, and just as easily with the nail polish coating. The nail polish coating waterproofs the tissues, and serves as additional fuel to burn.

To use, just tear it into small pieces, gather into a pile, and aim sparks onto it. If it gets soaked with water, just shake it out, pat it dry against anything dry, then light it as usual. After soaking it underwater, I was consistently able to get it to light within six strikes of the ferro rod, after just a few seconds of patting it dry. By the way, it doesn't take much, less than a square inch.

Try it, and tell me what you think.
