We have a problem in the UK with certain individuals who need to be controlled, either for their own good, or the good of the people around them. This is one of the methods being used. We have an independant Judicary in the UK. They don't permit misuse of such powers.
Leigh, you have a much rosier opinion of The Establishment than I do.
