Another vote for a small SAK.  Kids love them, and they're good tools.  Yes, a nonlocking blade can fold up on you, but in all my years of using slipjoints, that's one of the few ways I HAVEN'T cut myself.
The Classic might be a good choice - small, light, and the scissors are useful, though the knife blade is really, really small.  My First Victorinox might also be a good choice - it's basically the Bantam with a rounded tip blade.  There are also the Cadet and Recruit - just the basics.  I wouldn't get her one of the monsters, though the Explorer has a good selection of tools if you want to go a little bigger.
