I have the freshwater and coastal tests and reviews completed. Conducting a valid saltwater test has been very frustrating. First three seperate offers of small vessals ( australian surfboat, Boston whaler and sailboat) "sunk"- one to the bank, one to a divorce and one to sale. We have restrictive saltwater fishing here due to depleted stocks. Fish and Game were approached regarding several items ( gilll net, speed hook) I hoped to get a one time special permit ( with catch and release ) to field test these. The bureaucracy responded after weeks with a flat no, and any use will be prosecuted. I was finally able to try these on a private pond . I intend to simply take a ocean charter upon my return from Arizona. Sorry for the delay. I have many interesting misadventures and novice discoveries to share.

Special permits are usually only issues to valid biologist researchers, such as from a university. Perhaps you could contact one of the and piggback on their collection trip. It's a long shot but ya' never know!

The irony is I know the local F&G officer and have helped on a few illegal trapping siezures. I sent a formal lettter outlining the reasons, the website for reference, my numerous memberships in conservation societies, academic background ad nauseum. Bureaucratic paralysis should be distilled for anesthesiologists. I was able to field test the speedhook and gill net on a private pond.
