Oregon Revised Statutes (ORS) is the official term for the body of state law in Oregon. It is so named because Oregon laws were revised and codified into a consistent format back in the 1950s, and have been referred to as ORS ever since.

In this case, the ORS reference is to the enabling legislation dealing with SAR in the state of Oregon. There is nothing sinister about it.

When you see "Oregon Revised Statutes", simply substitute the term "Oregon state law."
