That article is pretty darn frustrating. It seems that the whole electricity deregulation of the 90's is a complete and utter failure. Reading the
details of the 2003 NE Blackout is pretty interesting. Nothing appears to have been done since to avoid similar blackouts.
This quote is telling:
New Mexico governor Bill Richardson, who formerly headed the Department of Energy, in a live television interview 2 hours into the blackout characterized the United States as "a superpower with a third-world electricity grid".
Damn, now I'm in a grumpy mood. Stupid people...
