I did a quick google search and found this . Looks like this is not directly related to the beating death in discussion here, but suspected corruption in the department in general...

No big surprise there. In one little bitty CA town I know of, every time the chief had his guys arrest a local badguy, who just happened to be related to the mayor, the city would suddenly find itself broke and have to disband the PD, relying on the sheriff for law enforcement. The sheriff of course would continue to arrest the bagguy, so the city would suddenly find the money to re-start the PD, with a different chief of course. Ain't politics great???

Always: Rule of Law. Which means equality, fair trial, presumption of innocence, Habeas Corpus etc.

Along with freedom of speech. In Europe, freedom of speech is a limited right with well understood boundaries. And we have a Judiciary who defend that right to its proper limit.
