I have read that most of the danger is with fresh-water fish. Also, salt-water fish living in protected water by the shore are more dangerous than open-water fish. Open-ocean fish are the safest to eat raw. If it were a choice between risking illness vs. dying of starvation and thirst, you might want to take a chance on open-ocean raw fish.
Fresh water fish eaten raw, pose a much larger threat than salt-water fish. However, the threat is still there, if not from parasites, then from a number of bacterial organisms. In a survival situation, one must weigh the options of starvation vs. dehydration and energy loss from vomiting and diarrhea. Pete
