From what I read, there are a lot of homeless people who live in the park, and I wouldn't be surprised if this man was one of them. Most homeless people seem to prefer that people stay away from them and, not expecting to end up in this kind of situation, probably would have thought you were crazy if you told him he should carry a whistle.

Of course, he may feel differently now....
