This was mentioned on another forum. Did you ever see a water faucet on the side of a commercial building or apartment building that has no handle? Supposedly, the tool that will turn the water on is called a "silcock key" and is available at hardware stores. I googled it and came up dry (no pun intended). Sounds like a good emergency water source.

I've also noticed that most needle nosed pliers seem to work on that faucet. That is if we're talking about the one with the embedded square nub. I use my mini leatherman squirt pliers to open/close the one at work (especially since that place would lose or misplace a specialized piece of hardware, like a sillcock key, in days <img src="/images/graemlins/smile.gif" alt="" /> )
