The TSA list says:

Scissors - plastic or metal with blunt tips.
On person:Yes
Checked: Yes

Scissors - metal with pointed tips and blades shorter than four inches in length.
On person: Yes
Checked: Yes

EMT-shears have blunt tips, so I think that's why they let you keep it.
