In a natural setting, sand or dirt could be substituted, and with more material, one could do a sweeping throw to affect more people.

It really depends on the setting and whether or not other people are close by, for example, large crowds.

Of course, some M-70's or smoke devices along with a Bic might prove useful for making an assailant hesitate...
