How much of it is crime for profit (fencing the stolen items, mugging, etc; I include crime to get drug money in this) vs crime for the thrill?
You have hatchlings and cubs for whom almost nothing is forbidden, for whom there is no mystery, and are not guided, and they will entertain themselves in the most primal, primative ways possible.
And the thing is, by the time they are teenagers, the behavior pattern is set. Most of them won't reform if given the opertunity. You get X enjoyment out of creating, or destroying; creation take Y amount of time, destruction takes a fraction of that time. Instant gratification, and more of it.
There are few animals that kill for fun. Most of us grow out of that stage. Almost kinder for them and society to put them down.
