Congratulations!

I'd also go for an HT first. Something basic, just enough to get you started but not so much to break the bank.

If you have a lot of 2M repeaters in your area, you might want to look at the Vertex (Yaesu) VX-150 and the Icom V-8. Both have lots of favorable reviews and are available for $130 or less from Ham Radio Outlet and lots of other retailers.

My personal vote would be for the Icom V-8; that thing is great, -- comes with a drop in charger and has enough features to keep someone interested.

Also, I'd buy the AA battery case for either in case you don't have access to power during an emergency.
