You could try what cody lundin puts as his mini kit.

Mora + sheath
- on lanyard attached to sheath - whistle /led/compass
Wrapped around sheath (using electrical tape)
- condom
- lighter
- ducttape (flat packed)

Coincidentally I just finished a similar minikit based on a Frosts Mora #760.
Wrapped around mora sheath
All in a small zip loc
- butane lighter
- gerber waterbag
- condom
- 2 tinderquick tinder
- 2 safety pins
- 4 puritabs
- Duct tape

On other side of sheath (attached with bright red electrical tape
-metal victorinox signal mirror with lanyard thru' 'sighting' hole
-wood/metal hacksaw blade

Paracord wrapped around the entire sheath covering the minikit.

On lanyard to knife:
silva compass
photo
victorinox classic whistle knife

Ranger Bands on the sheath as well.

Thanks for the replies everyone. So far what I have been able to include is the following:

Swedish Firesteel (Military Version)
6 Stormproof REI Matches + Striking Strip
4 Sparklite Tinders
2 Micropur Water Purification Tablets
~10 Feet of Paracord

I have all of the above mentioned gear inside of the sheath pocket, except for the paracord, which is wrapped through the belt loop (it is large enough so that it still easily fits over a large belt). I now need to figure out what sort of things I can attack to it in another manner. My top priorities, as were suggested, would be a small LED light and whistle.

I would put a sealable plastic bag (or two) in there, with purification tablets. You have a knife & a fire stick. You dont need tinder because you can find or manufacture it, You can make hooks & line, deadfall traps etc, although food is not exactly a priority, and you can use a stone to sharpen your knife. So that leaves the two most important priority's, Fire & Water. You have covered fire so purifying and being able to transport water is whats left.
