As embarrased as I am to admit I was in Ikea yesterday (concession to the g/f), I did find exactly one item I could buy. They had bags of 100 tea lights for $2.99. I've always considered them an excellent addition to any emergency kit, as they have lots of uses and take up very little room.

Be aware that they don't put out a lot of light. You need 3 or 4 to equal a "normal" cheap kitchen candle for light, and probably for heat. I bought 100, then a year later another 100, then I had a powercut and was most disappointed. Nowadays I reckon they are OK for incense burners and decoration and not much else.
Candles generally are a fire risk. They melt if it gets too hot. Tea lights only burn for 4 hours. And they are not that small either, compared to, eg, a coin-cell keyring light. For emergency lighting you are better off with LEDs and a stockpile of batteries.

I would consider their ability for light their least important use. In an enclosed space, you would be surprised as to how much heat they genereate. Also, they can be a great aid in firestarting.

I think we can reduce the risk of fire by only using candles that are more than one inch thick/wide. Also, I have several glass ash trays ( or even glass bowls ) to be used under candle in an emergency. If they faal to one side, they will fall and melt within the bowl .
Also, you can always put a metal tray under any normal candle holder. If a candle falls, it falls onb the tray.
EDIT: Most important thing though, is where you locate your candles. Always position them in a corner a bit far from traffic, and high enough if you have younger kids.

Why are you embarrased to be in Ikea? They just opened a store near me last month and I love it. Great stuff cheap. They serve a .99 cent breakfeast there and I got kitchen cabinets for less then 2k.

That's why I put them on mirrors. That, and it sends more light upward, rather than having it be absorbed by the table.
