At what point does the line get drawn, and who draws that line, as to how and when LEOs will pusue criminals? Once a rule is made, the criminal knows exactly what he has to do to avoid being pursued, and will cross that line to increase his chances of getting away with his crime.

The ultimate decision MUST lie with the LEO. He or she is the one on the street, knows the situation, the environment and the people. I for one absolutely don't want any legislator telling me or anyone else more things that we can and can not do.
