This may not be quite what you are looking for, but this item might fit the bill.

It should pick up almost all broadcast that you can imaging, including TV (VHF and UHF), AM, FM, Shortwave, Weather, Marine, FRS/GMRS, CB, etc. However, for CB and shortwave use, you will have to rig up a long-wire antenna. The included antenna will likely be deaf below 50MHz.
