I don't know if this idea has already been suggested, but how about using trick re-lighting birthday candles as tinder? They are relativly lightweight, take up little room, and pretty cheap.

Any thoughts?

A number of sources have suggested this (please don't let that discourage you from making suggestions). They work pretty well. I have two types that I've played with a bit, they burn 7-8 minutes, and, as you say, take up little space. I was given one set by Barry at Blue Line (for which he got this free plug), another I found at a Rite-Aid.

The trick seems to be to get them to light from a spark, and part of that depends on what you're using to make the spark- if it's magnesium or ferrocerium, you can press shavings into the wick, and the shavings ignite the wick well- I don't think it would work well with sparks from a "real" flint-and-steel. They seem to light much more easily if you burn them a little before putting them in your kit, so that the wax starts to melt well, pinch them out, then fray the wick out before trying to light them again.
