I have a little box for my tooth brush and paste that might work. It has a divider down the middle that can be cut out. I havent got it with me so cant measure it, but it will take a medium large tube of tooth paste, and easily fits the long tooth brushes.
I wouldnt call it waterproof, but I have used one up a mast wrapped in gaffer tape to weather proof a small amp and diplexer for a tv antenna. It kept most of the weather out.

There are some containers called "Lock & Lock" that come in a variety of sizes. They seem very well made and claim to be airtight and waterproof. They're fairly inexpensive and can be found at Meijer's, Target, Wallyworld, etc.

The 3140 Cigar box looks to be the best bet for my needs, if the inside is right. Have you any idea if the liner is removable?

It appears to be foam padding, so in a worst case scenario (pardon the pun) where it might be attached by adhesive, you could probably scrape it out.

I got 2 NRA survival kites and the containers are a lot like the otter boxes. I striped one of the boxes for another kit. The liner was easy to pull out but the residue from the adhesive is still there. I have tried everything except for solvents I am worried about damaging the container. Otter Box used to had a quality control/returned section on there site were you could get, from time to time, products that did not have inserts or were scratched. Totally o.k. stuff just not up to par. I do not see that link on there site anymore but I sure you could call and ask about acquiring a container before the foam liner is installed. The best solvent I use to disolve the residue is B1 solvent from Mobil, but thats hard to come by these days and is explosive around electical etc. I used to use it in a previous job.
These days I use white spirit, and I haven't had any problems with any plastics so far.
