Because in 2002,2003,2004 and 2005, on each of my scores of trips to DC, the phones work in the tunnels of Washington DC.

In 2002, 2003, 2004, 2005, my cell phone does not work in the food court of Grand Central Terminal.

No can do. The Tracfones have custom firmware so that can confirm the prepaidness and amount of time on that unit.
