I kind of like the idea of breaking up the BOB into smaller segments to prevent losing everything, but if someone has time to break in your vehicle, they will probably have time to go through the whole thing anyway. And in an emergency when you're not thinking totally rationally, you might forget some important pieces, even if you have some redundancy in the kits.

Probably classed as fireworks there. I've noticed that if I can by firecrackers, I can probably get arial flares and smoke bombs; If I can't get the crackers, can't get anything.

Craig they are not illegal in PA. I'm from there also and have bought them here. Where you might run into problems is. one the stores in your area might just be being cautous about the fireworks laws and don't want the hassle so tell you they are illegal to shut you up with out loosing your business. Two it might be that the local law enforcementfolks might be a tad over zealous. In fact I think PA boating regs require arial flairs in boats over a certain size. So how could one state law require something not allowed by another state law. Not if you get caught using them as fireworks and not as an emergency device. That is a whole different kettle of fish.

I know I tried to acquire some for my kit and was told, to my face, they were illegal here and would NOT be sold here. Period.

Hmmm.....
They may only be avaible through a boating supply house, then. IIRC, they are on the Coast Gaurds very-strongly recommended list. It might be that in someplaces, you need to have a "master's liscence", or what ever it is called to command a larger vessel.
Dunno, this is just me sharing my guess. I know a little about larger boats- they are pointy at one end; the propulsion is on the other; and if the bottom is in the air, you have a problem. <img src="/images/graemlins/smile.gif" alt="" /> Small craft is about my limit.
