Mine came with an elastic band. I have not removed it, but if you did I cannot see why a ranger band would not work to hold the pouch contents stable.

I should have looked a little more closely. With a little effort I was able to slip the elastic web up and over the velcro pouch cover so no cutting was necessary, and it is still there should it be needed.

Ive just finished a kit for my BK9, got a nylon pouch designed for a gps unit & stapped it to the front of the sheath with 2 big cable-ties. Rear of the sheath has hacksaw blade & Aitor JK1 skinner there, the base of the sheath is wrapped with a bin liner & paracord, and the pouch (6" x 3" x 2") holds:-
