Condoms are not the easiest to fill but work in a pinch. If you have a small amount less then 2 inches deep its dam near impossible unless you use a rigid container of some kind to scoup up the water. If you can submerge the edges you hold the opening open and pull it towards you. The filling gets easier as the condom gets more water in it.

In a lake or stream its dead easy. Blowing the rubber up like a balloon first stretches it and makes it a bit easier to fill as well.

Like anything there are trade offs for space/weight/bulk vs utility/durabilty. Condoms are an EDC tin water carrier for me only. Other bigger kits have better carrying options.
