That doesn't sound quite right to me either. I work on aircraft communication and navigation equipment so I had to learn some theory about RF (Radio Frequency) energy. It is true that alternating current will travel on the outside of the line. However this effect is almost negligible at 60 Hz, it is only important when dealing with the MHz range and above. Also, whether the wire has multiple strands or not shouldn't matter.
