Interesting debate. There seems to be general agreement that citizens have a right to some kind of fire service, some kind of law enforcement service, and some kind of public education, and acceptable that the quality and quantity of those services vary over geography. Is it the implication that everyone who ventures into the back country has a right to sar services, and that the quality and quantity of the services should be uniform in all regions? These folks clearly do not have a right to health care services upon the conclusion of their rescue.
Seems to me that the sar model is more similar to church sponsored services for the poor: the motive is love, not obligation, and nobody is bothered that some regions have a rich array of services and some do not.
