That is correct.
The top net is a fyke net or fish trap. Funnels of netting allow fish to enter the closed end of the trap bur prevent their escape.
The bottom net is a called hammer net. Fish are scooped and drop into the tube of netting at the bottom of the net. They are retrieved by undoing a drawstring at the bottom of the tube.
