IMO FRS/GMRS type features should be built into every phone (they used to have them in select nextel phones) for sporting use, such as limited range communication outside of cell coverage, as well as ad-hoc mesh networking / routing capability for smartphones to mitigate communications loss and permit continuity of emergency services during prolonged disasters, maybe with a settings option to opt-in or out as desired.

As chaos mentioned, the pain of type classifying probably prohibits the cost and effort, plus lack of overall interest.
