Have you tried Mother Earth News? They might have DIY articles or ads leading to DIY plans.

I don't have personal experience with them, but wind turbines for power are quite common on sailboats.

On Santa Rosa Island (Channel Islands Nat'l Park), a study undertook to determine a suitable location for a wind turbine (lots of wind on SRI, and not all of it emanates from headquarters). After extensive research, a site was selected, and a tower was erected. About a week later,the tower blew down.

Whereupon someone went out, bought a couple of off-the-shelf sailboat wind generators, stuck them on the roof of a couple of buildings, and flipped the switch. They worked quite well for several years.
