I thought it was odd that he was engaged in buying outdoor equipment apparently as preparation for his criminal acts. True outdoorsmen have the gear at hand, ready to go. "Experienced hiker, or outdoorsman" is a very elastic and unreliable term.

Conditions do change with geography. I'll bet I would be a bit off if I were to go into Idaho wilderness.

I figured that would be the case. I was surprised it was Indiana but every state has odd laws like that. They really get odder the farther back that you go.

I'm not sure how accurate that article you linked to is - scanning laws are state by state but in Indiana you can't use a scanner while you drive. Below is a link to an article about it. In the article there is a link to the actual Indiana law.

You could use an SDR radio app used in conjunction with a USB USB digital TV (DVB-T) dongle with a RTL2832U chip. It should cover the radio frequencies covered by the Local Police Frequencies and FM, local HAMs etc and won't require an Internet Connection in the same manner as a Funcube dongle but won't cover SW, HF, MW and LW etc i.e. below 60MHz
