You don't need much more than a place to go that's safer than where you are.

A bottle of water, a flashlight and a blanket, all tucked into a tight-packed bag that's located in the school, or better yet, in the shelter.
It's much easier to stock a shelter up than to expect individuals to have what they might need on hand.
