Sounds like most of the MCI drills I have been invovled in.

The point is to learn the weak areas and improve. The most common problems are communications between agencies. Second is getting the right/best resource in the best/right place. Everyone who participates learns something. Those who think it an MCI drill will go off without a hitch is fooling themselves.
