You're right. I don't deny that whistling is far better than screaming, just see it's limitations in comparision with mirror/race/light/fire/smoke [short range, useless when rescuers are in vehicles,sometimes hard to determine direction,...]. Can be useful for communication between two groups/people as substitute of short range radios when they have any system of sygnalization.
