If you have to signal for help, blowing a whistle is much easier than yelling or screaming. And whistling on your fingers may not be possible - for example, if you're wearing gloves or mittens because it's too cold to take them off.
Whistles can be bulky but there are some that are quite small - I carry one on my keychain that's not much bigger than my car ignition key. But of course, you may be restricted to what you can buy locally, so just keep an eye open for what you might find.
